Local Law 84 (LL84 & LL 133) is a law that requires compliance from buildings that are larger than 25,000 square feet. Owners of buildings covered under LL84 are required to annually record their energy & water consumption and determine the energy efficiency of the building through a process called benchmarking.
The deadline for submission: It is required to submit by May 1 each year.
Penalty: Failure to file benchmarking will result in a penalty of $500. Additional penalties of $500 each may apply for failure to comply with quarterly.
Local Law 87 (LL 87) is a law that requires buildings over 50,000 square feet to undergo energy audit and retro-commissioning.
The audits are surveys and analyses of the building's energy use and equipment system. The audit examines new equipment which will save energy.
Retro-commissioning is the process of ensuring that equipment is installed and performed correctly. The retro-commissioning examines new operations and procedures of existing equipment to save energy.
The deadline for submission: It is required to file every 10 years.
Penalty: $3,000 in the first year and $5,000 in all consecutive years.
Local Law 88 is upgrading the lighting system and installing sub-metering.
Buildings that are over 25,000 square feet in all five boroughs of NYC must install or modify all lighting systems to meet the NYC Energy Conservation Code. The upgraded lighting system must meet current new system standards for maximum interior lighting power allowances, lighting controls, tandem wiring exit signs and exterior lighting.
The space within a building that is over 5,000 square feet (non-residential tenant space) must install one or more sub-metering. For these sub-meters, each tenant must be provided with a monthly energy statement showing the amount of electricity measured by the sub-meters and any amount charged to the tenant or sub-term for electricity.

Starting in 2020, the energy letter grade will apply to buildings that are over 25,000 square feet in all five boroughs of NYC. The letter grade will be determined based on an annual energy benchmarking score and must be posted at all public entrances.
The deadline for display: It is required to post the energy letter grade annually within 30 days after Oct 1 every year in a conspicuous location near public entrances.
Penalty: Fail to display the energy letter grade by deadline is $1,250.
Starting in 2024, buildings over 25,000 square feet in NYC will be mandated to meet specified carbon emission limits or pay penalties subject to the performance of an annual energy benchmarking. The penalty is $268 per metric ton that exceeds the carbon emissions limit and the fine for false statement is $500,000.
The deadline for submission: It is required to file by May 1 annually.
Penalty: Failure to file LL97 report, which will begin in 2025, will result in a fine of $0.50 per square foot monthly.
