Local Law 84 (LL 84) is the first step toward the implementation of the Greener, Greater Buildings Plan (GGBP) and requires compliance from buildings that are larger than 50,000 square feet or two private sector buildings on a single lot that total over 100,000 square feet. This LL 84 requires property owners to create a benchmarking report on the energy and water consumption through Portfolio Manager, which is operated and maintained by the US Environmental Protection Agency (EPA).
The LL 84 requires a benchmarking system to be implemented so that the energy usage of individual building may be analyzed and compared. The benchmarking provides building energy efficiency scores on a scale of 1-100, comparable to other similar buildings. The law seeks to push buildings to become more energy efficiency annually. The benchmarking results must be reported no later than May 1 every year.
