Local Law 87

Local Law 87 (LL 87) is the Energy Auditing and Retro-Commissioning of base building systems. The Audit examines new equipment which will save energy while the Retro-Commissioning examines new operations and procedures of existing equipment to save energy.

An Energy Efficiency Report, which includes professional certification forms and data collection tools, must be filed with the Department of Buildings. The data collection tools include background information about the building, equipment inventory, Energy Conservation Measures (ECMs) and end use breakdown. The end use breakdown specifies current energy consumption and estimates future energy consumption after the ECMs are installed.

We will help to streamline compliance and identify a number of creative measures to lower energy consumption. The building owner must comply by December 31st of the calendar year corresponding to the last digit of its BBL Block number. Compliance is required every 10 years.
